The Chair extended thanks to the Queen’s Jubilee committee for a fantastic day celebrating the Platinum Jubilee. Thanks, were also given to the Memorial Hall Volunteers for their support on the day, to the Townlands Charity for the funds allowing for the purchase of the Commemorative Mugs and lastly to all the volunteers who helped to ensure the playing field was open in time. The Chair went on to say that it was great to see a mix of residents pulling together for the village and an article, which is currently published on the Hanbury Parish Council website and will be featured in the upcoming August edition of the Parish Magazine, offers further gratitude for all the help received. Lastly, The Chair mentioned the wonderful event held at the Cricket Club which was a huge success.

Further recognition was given to all the volunteers who are continuing to look after the playing field, the pathways in the village and the local signs. The Chair has received some wonderful feedback from children playing on the new equipment and from local parents alike. It was noted that residents have continued to maintain their properties with hedges being cut back to allow for easy and safe access to pedestrians, except for one property, who have now been asked to complete this work.

Lastly, a recent SPCA bulletin detailed a survey to ensure that parish councils are dementia friendly. Cllr Gregson agreed to ensure this is completed and to feedback to the Cllrs with any findings.

Action; Cllr Gregson to complete dementia friendly survey and feedback at the September meeting.

  • Public Forum

Parishioner raised an issue with overgrown hedges from the bottom of Hanbury Hill and along Fauld Lane. These hedges force pedestrians on the road and are therefore a health & safety concern. It was agreed that the Parish Council would write to the resident asking them to be trimmed.

Action: Clerk to send letter to Parishioner regarding the trimming of hedges.

In a conversation prior to the meeting, Cllr Hendon discussed with Cllr Hudson any business currently outstanding. Cllr Hudson raised that the town project has not yet been signed off due to the current change in government.

Cllr Tyson discussed the information from Lisa Hall regarding the traffic regulation order for the upcoming change in speed limit. This process is expected to take anything between 6-9 months.

Cllr White has also been working closely with Staffordshire County Council Highways to ensure all pothole work is completed.

It was agreed to hold an additional budget setting meeting on 12th December to review the precept for 2023/2024

Options as to what projects are currently underway within the village that could be supported by CCF member funding was debated. Gateway signage was further discussed to reinforce the speed limit.

Discussion was undertaken regarding the work that needs to be completed within the village. It was agreed that it is imperative for the Closed Churchyard work to remain as part of the ground’s maintenance contract as well as most of the playing field work.

Cllr Hendon wanted to ensure that necessary work was under contract to ensure that volunteer residents didn’t feel overwhelmed or under pressure to take on roles such as cutting the playing field in full.  There was extensive discusson around the village green and what elements of that could be completed by volunteers however it was also raised that Health & Safety could be a concern with parishioners undertaking major roles and hence making significant changes to the maintenance contract would be difficult

It was debated as to what should remain as part of the contract with a decision that grass cuttings on the playing field need not be collected going forward and to include a potential reduction in the volume of strims that take place. Cllr Iball suggested that an outside body such as SPCA may offer guidance on this matter.

It was decided from this that Cllr Tyson and the clerk would work together to review what work is completed throughout the year and what is necessary for the 2023 tender document. This will then allow for a new contract to be completed and reviewed at the September meeting.

Councillors are very aware that the cost of any new tender is likely to be significantly higher than the current arrangements and reluctantly concluded that a rise in the precept will be the main way of funding this additional cost for the village.

Low level maintenance jobs previously completed under the lengthsman contract could be the area where volunteers may be used and give the opportunity for some cost savings.

Cllr Tyson discussed ownership of the lychgate in the churchyard. A decision was made to await confirmation from the diocese.

Cllr Hendon raised the issue of weeds surrounding the Bus Shelter. The council agreed to report the issue using the MyStaffs App. Should this not be completed it was agreed for the council to purchase the weed killer and a parishioner with a spraying licence would complete the work,
