Parishioner discussed her reasons for wanting to join the Parish Council and how she would like to make a difference to the village. Parishioner was proposed by Cllr Harrison and seconded by Cllr Iball. All in favour and we thereby wecomed Councillor Bonita Philps to the Council.
- Chair’s Welcome
Chairman welcomed the parishioners to the meeting and thanked them all for coming. It was explained that the council currently have a great deal going on and the Chair discussed the upcoming Annual Parish Meeting in April, expressing that all parishioners would be welcome to attend and discuss items with the parish council, finding out more about what we are currently doing. It was explained that Cllr White has previously had a meeting with Cllr Tyson as he is unable to make meetings on a Monday and this will be further discussed in the Borough & County Councillor reports.
The Chairman went on to thank Cllr Gregson for the new notice boards and explained how much easier the location now is to read in the shelter.
The Chairman reminded all present of the parameters for the public forum as laid down in the Council’s Participation in Meetings policy.
- Public Forum
Parishioner explained that they are speaking on behalf of the members of the village in relation to the planning application P/2021/01620. Parishioner went on to explain that over the past 12 months when the campsite has been used for an extremely small number of campers, it has been very evident that the landlords of The Cock Inn have no interest in working with local residents. One landlord has gone on to state that he does not support an application and has no interest in running a campsite. It was stated that there has been a complete lack of management of the campsite. Duties appear to have been delegated to the Bar Manager who has not been in a position to fulfil the role. Poor management has included issuing an emergency number to campers and then leaving the phone in the pub overnight so that if anyone did call, there would be no answer. Residents have also experienced this when trying to call the emergency number. Numerous breaches have occurred throughout the year, from leaving gates open, to installing lighting without prior permission and allowing continued parking in the designated no parking area; there has been a complete disregard for the conditions that were set. Anti-social behaviour has been a major issue –local residents have had to contend with frequent occurrences of dangerous driving, cars revving engines as they leave the pub and dangerous parking which has forced road users onto the opposite side of the road. The worst case of anti-social behaviour resulted in the Environmental Health issuing a noise abatement notice. Parishioner asked the Parish Council to join with us in raising an objection to the application
A further parishioner discussed planning application P/2021/01620.The parishioner went on to say that if planning is granted and attracts a large number of visitors, the extra load on the pub will inevitably dilute the effort needed to provide adequate management of the campsite. Section 18 of the submitted application states that there will be no increase in the number of employees for the campsite, although the Management Plan states that there will be someone on site at all times. It was stated that disappointingly, one of the most significant issues over the last eight months has been the attitude shown to the concerns of the local residents by an element of the Cock Inn’s management team. It was asked that Parish Council actively support the local residents’ opposition to the campsite in their dealings with East Staffs Planning Department.

P/2021/01620 –. Cllr Hudson went on to ask if there was a need for it in the village. If the campsite has not been used to boost business so far, do they actually have a need for the added revenue? Cllr Hudson explained that he will be requesting a meeting with planning Officer Alan Harvey for further discussion.
A Cllr explained the concern with Highways having no objection due to the narrow roads, traffic and parking issues. They wanted assurance that it would be the local Highways agency that would be consulted. A further councillor went on to object on the grounds of traffic and the village not being equipped to deal with the additional traffic and caravans. It was suggested that the volume of pitches being requested is unnecessary for the village. Disappointment was voiced that the planning applicants did not attend as a representative to the meeting. Issues with noise complaints were reiterated in relation to the planning conditions and issues with antisocial behaviour and having no contact at the pub. It was agreed that the council will be objecting to the application and this will be focusing on the highways issues on Hanbury Hill.

Cllr Hudson discussed the new borough county solicitor that will be starting in March as well as the upcoming project at the market hall. Cllr Hudson asked how he can support Hanbury Parish Council with their thoughts on the Market Hall and movement on the library, explaining the planning and cost reasons behind this move. The councillors expressed their wish to oppose this move in order to retain the library and its use for the people of Burton-Upon-Trent.
Cllr Hudson went on to discuss the Uttoxeter Masterplan and the upcoming AGM in which he will be hoping to be made Mayor. Lastly, it was explained that Council Tax will be discussed in coming weeks with a potential small increase.
Cllr White explained in his call with Cllr Tyson that £8 million has been cut from the budget meaning that SCC will undertake their own funding to invest in highways projects. The Highways maintenance strategy is currently being reviewed, the aim being to be able to identify and prioritise repairs more effectively
- Discussion regarding producing a Hanbury Parish Council Newsletter
The newsletter was discussed as another form of communication, ensuring that more people are aware of what is happening within the council. The logistics of operating this were discussed and how this would be managed. It was discussed that with it being a big commitment it may not add enough to the community. The council believed that giving the parishioners clarity on where to locate information would be positive and a one off flyer was discussed. The leaflet would be posted throughout Hanbury, Coton-in-the-Clay and Fauld and signpost parishioners to the website as well as inform about the upcoming Annual Parish Meeting, the litter drop and the Queen’s Jubilee.

Importance of ensuring that the defibrillators are able to be located easily and all information on replacement batteries and pads is accessible. All in favour of adding the defibrillators at The Cock Inn and a Far Filimore to The Circuit.

- Discuss upcoming plans for the Queen’s Platinum Jubilee
Parishioner was asked to speak by the Chairman. It was explained that a committee will be formed and a street party on Martin’s Lane will be proposed. It was discussed regarding giving mugs to the children in the village, beacons and a possible dance to take place at the Memorial Hall. Donations will be requested from Townlands charity as well as members of the public. The Queen’s Jubilee information and a request for volunteers would be included in the Parish Council flyer. A councillor explained that possible funding could be available for this from SCC.

- Provide an update on the Speed Limit review for the village
Cllr Tyson explained that an onsite meeting with SCC Highways team, Richard Rayson & Lisa Hall, was held at the beginning of December. There was full agreement that a 30mph limit throughout the village was completely justified. The locations were agreed following good advice from SCC aimed at achieving maximum compliance. The costs are estimated between £13-15k, with detailing still being awaited from Cllr Phil White on SCC’s contribution. Cost reducing exercises will also be explored.
Cllr Hudson discussed the painting on the roads ensuring that this is used in line with the 30 mph signs.
Cllr Hendon extended thanks to Cllr Tyson for all his hard work on the highways project.
- Councillors Reports
Cllr Tyson discussed receiving confirmation that SCC owns and is responsible for the land adjacent to the playing field, this includes the trees. The Green ownership is still un-resolved, the area outside the fencing/bollards is under SCC ownership. No response regarding The Green from Cllr Phil Hudson re: ESBC potential ownership. It was proposed we assume that the Parish Council owns the land unless we hear differently. This means that any future work on the Green or Pond will be carried out without reference to SCC or ESBC.
Cllr Hendon discussed the meeting with conservationist, Lawrence Oates and explained that due to the weather conditions work was not able to take place on the pond and in any event the pond was full as seems to retain its water level during wetter times of year. Replacing the liner is very costly so the water level will continue to be monitored in the spring and any actions that are needed will be discussed. Lawrence explained that there is no immediate danger to the newts for the upcoming breeding season.
Cllr Harrison explained that the mound on the playing field is doing well but we are still in need of more top soil due to weather conditioners. Logs have been delivered and discussion undertaken with Max Higgingbottom, who will cut them to the correct size and create a bench as well as bike stand. A site visit is taking place on 3rd Feb to review the addition of the slide and climbing frame. It was explained that the council are still aiming for the playing field to be finished by the Queen’s Jubilee.
Cllr Hendon discussed the little pick and all in favour of undertaking this for 2022. It was agreed for this to be Sunday 3rd April at 10am.
