Cllr Hendon welcomes everyone and thanks Charlotte for all the hard work that has taken place since her appointment.
Congratulations go to both Cllr Hudson & Cllr White on their new appointments. Cllr Hendon explains that the year has been really difficult and thanks everyone for coping really well throughout the pandemic. She explains that she is pleased to take on the role and she will be standing as Chairman for only 3 years due to future commitment, allowing the role to move on to someone else.
Cllr Hendon explains that we have streamlined the agenda points to ensure that they are clear and action led. The minutes will reflect this also. Cllr Hendon has ensured that the ESBC bulletins will be forwarded by the clerk going forward to ensure that we are reading relevant issues and legislation.
Cllr Hendon discussed the ‘lets beat loneliness’ campaigns from the ESBC and asked councillors to bring focus to it and have in our minds. Donating IT was also discussed should Cllrs want to take part as well as the Great British spring clean.
Cllr Hendon wanted to draw attention to the use of the Facebook page and discuss how we would like to ensure that we are using Hanbury Village page to ensure cohesion and not create a separate page. This should all be linked to the fantastic website and a massive thank you goes to Ian Garner for all his hard work. This website allows another way of communicating our message as everything is now linked together. An accessibility option has also been added to support all users.
Cllr Hendon wanted to clarify that the council will now undertake bi-monthly meetings and ensure that all Cllrs are working towards their areas on responsibility between meetings. - MINUTES OF THE MEETING OF THE PARISH COUNCIL HELD ON 8TH MARCH 2021

Blooming Gardens have now been appointed for the ground’s contract for a period of two years.

PCSO Leathers explains that the patch is very rural and large and he plans to be at as many meetings as possible.
The Figures stated below incorporate the Policing Area known as “Crown”.This incorporates the villages of Marchington, Draycott-in-the-Clay and Hanbury. All figures, unless stated otherwise, incorporate a twelve month period which in this instance captures data from 28/04/2020 to 28/04/2021.

Overall
52% decrease this year compared to last year – a decrease from 198incidents last year to 95 incidents this year, a decrease of 103crimes.
Biggest Reductions – Top Three
Residential Burglary –6 incidents last year to 0 incidents this year, a decrease of 100%
Theft From Motor Vehicles–4 incidents last year to 1 incident this year, a decrease of 75%
Criminal Damage (except arson) – 20 incidents last year to 6 incident this year, a decrease of 70%
Biggest Increase
There has been an increase of reports of Public Order. This has risen from 3 incidents last year to 8 incidents this year.
Pattern or Trend
There have been no recent patterns or trends in the Crown area. Regular patrols are carried out along all roads in the area, with special attention being paid to the various Solar Farms and the Marchington Industrial Estate.
Focused Crime Prevention advice
Overall
Reports of Anti-Social Behaviour have decreased over the year from 14 last year to 13 incidents this year, a decrease of 7%.
Biggest Reduction
There has been a reduction in reports of Drugs Related– 2 incident last year to 0 incidents this year, a decrease of 100%
Biggest Increase
There has been an increase in reports of Neighbour Disputes – 1 incident last year to 4 incidents this year..

PCSO explains that he will be working with shift PCs to ensure that things are dealt with quickly should they need to be.
Cllr Hendon raised the issue of drugs in the village. PCSO explains that he will be a presence in the marked car as much as he can. Only one report has officially been received in relation to drugs so he encourages reports to be made should anything be found. Best course of action will be 101, message on Staffs Police Facebook or Staffs Police website.
Cllr Hudson has asked to be copied in to crime reports going forward and would like to understand further how Staffs Police prioritise work. PSCO discusses differences between Grade1, 2 & 3 priorities. Cllr Hudson explained that he has been working with Ben Adams to hopefully get more neighbourhood police officers. Cllr Hudson wants to thank the police for everything they have done throughout the Covid 19 pandemic. - REVIEW PLANNING APPLICATIONS

Clerk reiterated the importance of each councillor ensuring that they respond to planning applications when they are received.

Cllr White explains that the Covid rate in East Staffs is currently below the national average. Indian variant has raised concerns but nothing present in East Staffs at present. Cllr White explains that caution should be exercised. Unemployment rate remains at 4.8% which is half of national average.
Cllr Hudson has nothing further to add from previous report in APM. - REVIEW STANDING ORDERS & OTHER PARISH COUNCIL POLICIES
Cllr Tyson explained that the SPCA newsletters include new changes that we should look to action on an ongoing basis.
This discussion will be moved until the next meeting to agree clerk to look at what need reviewing

Clerk to ensure that budget agreement is on the July agenda. - AGREE AREAS OF DELEGATED RESPONSIBILITY
Cllr Hendon explained that she has streamlined the list and has ensured that important areas are detailed. Churchyard is separated from amenities to ensure that it is given a focus of its own.
Cllr Gregson has retained Defib as a delegation, some work needs doing to ensure that checks are taking place. Cllr Gregson will ensure that the Defib is checked at the Cock Inn and replacements ordered. Contact to be made with the Cock to let the clerk know if it is used. Cllr Ward explains that Townsland are willing to pay for the annual costs for the village Defibs.

Cllr Harrison to work on more complicated planning applications as well as policies and procedures
Cllr Ward to keep Townland & Clubs and Liaisons. Cllr Hendon would like us to be more involved with this in the local area to ensure that we are able to work to support them. This will feature as a bi annual agenda item.
Action; Clerk to work out what is needed as a budget for annual maintenance.
Clerk to liaise with The Cock Inn to ensure that notification is given if the defib is used.
Clerk to ensure that Clubs & Liasonsis added bi-annually. - REVIEW FINDING OF THE TREE SURVEY
Cllr Tyson explains that no urgent work to be done. Priority 1 is 6 months and Priority 2 is 2 years+. This is going to be a new cost for the parish council and could be a significant expense.
Cllr Harrison looked for clarification if we needed to pass some responsibility for the trees back to ESBC
Cllr Iball explains that we are also responsible for the churchyard wall
Cllr Tyson explained that some of the priority one work will affect the wall. Cllr Hendon discussed how we will fund it and that this needs to be a team effort with the local area. Cllr Hendon explains that we may need to get a survey on the wall to ensure that we are aware of what the timeline is.
Cllr Iball wanted Lichfield to accept some responsibility for the damage caused by the movement of headstones.
Cllr Tyson is proposing that all the work is completed as quickly as possible on all priorities. Cllr Harrison explains that a staggered approach will allow for a better use of budget. Cllr Iball agrees and suggests that this could give us the chance to further approach Lichfield Diocese.
All agreed that priority one will be completed and the rest to be staggered

Cllr Tyson to discuss with the church how this will affect them and how we can work with them. - RECEIVE COMMENTS ON PROPOSED REMOVAL OF TELEPHONE BOX
Parishioner comment on Facebook ‘With an average of 0 calls/month it’s not surprising. Most people have a mobile in their pocket now’
Parishioner comment via email ‘The idea of a old telephone box would be lovely in a village like this I always love to see them in other surrounding villages’
Cllr Harrison doesn’t think that we can justify the cost of keeping it. All agreed that we will no longer keep the phone box.
Action; Clerk to update in regards to the phone box - RECEIVE ANY UPDATES ON VILLAGE AMENITIES AND AGREE ACTIONS
Cllr Harrison has put together 2 visual boards for all to see the ideas of what to do with the play park and Hanbury Common. The idea is natural, sustainable, low cost and low maintenance. Cllr Harrison has asked the parishioners to attend a meeting on the 22nd May to discuss the process further. Donations have been made of paving slabs and river stones. Cllr Harrison would like to get as many people in the village involved as possible.
Cllr Harrison explains that she would like to involve an interactive nature walk with flip cards, musical instruments and hidden objects. Cllr Harrison has found someone to undertake the stone faces.
Cllr Hendon has contacted the Duchy who will donate wood and possible funds in order to support the project.
Cllr Iball raised that the gentlemen who currently cut the grass have asked if the council would like this to continue – the answer to this is yes in the meantime at least. Cllr Tyson explains that when the plans are finalised he will send to SCC to look at maintenance going forward. Cllr Hudson explains that if the project details and cost is sent to him they may be able look at supporting with up to £1000.
Cllr Skeet raised the point of insurance to ensure that we are covered. It was also raised that Tatenhill have put something similar in place and the council may meet to discuss possible options. A visit to be arranged
Cllr Harrison raised the possibility of working with the Woodland Trust in relation to getting some new trees celebrating the Queen.

Knocked over sign has been reported and flooded on Chapel Lane

Cllr Hendon discussed a report from a parishioner in regards to signage of a bridal way opposite Top Farm, Anslow Rd so this has been changed accordingly.
Cllr Hendon explained that ESBC have done a great job at replacing the ones that need replacing. - ANNUAL GOVERNANCE & ACCOUNTABILITY RETURN
The council voted to accept the Internal Auditors report.
The annual governance report and the account statement have been completed, accepted and are ready for signature. All agreed.

CORRESPONDENCE & ONGOING MATTERS
Correspondence from a Parishioner: I live in Oakfields in Hanbury and I’ve been meaning to ask about the speed cars travel at, it worries me as I walk and run in the area, with no paths you are right next to a car which seem to travel at the Max speed the area allows, I don’t understand why they do this with especially near people walking with dogs, they could flip up stones and it is scary seeing a car heading towards you at speed.
Correspondence from a Parishioner – I am in my garden and I am constantly being disturbed by light aircraft flying over, again and again. Last weekend I counted 8 fly over in the time it took me to hang out the washing. Conversation has to stop while we wait until they have flown over.

I wrote to the East staffs council, who were not interested and I emailed Tatenhill airfield to ask if their pilots could be more considerate, they did not even acknowledge my email..very rude
Correspondence from Parishioner – I live in Oakfields and see people looking to park their cars in the Cul de sac, and go for a walk but, struggling. This doesn’t bother me as I like to live in a sort after area and I once used to drive here to walk the crater, I used to park in the pub car park as didn’t know the area well.
I just wanted to ask can people park in the memorial hall car park? If so can there be a sign so they know there is additional parking a short walk away, I know the cock inn gets busy too and people are parking in Oakfields to go there lately.
The road can be busy outside the pub with parking and on the bend some people do not slow down. Can there be a speed limit in the busy area on that bend?
Also are there plans for the tennis court as I see it’s been altered slightly
