- CHAIR’S WELCOME
Chairman offers a welcome to all. Accessibility of website information from ESBC discussed. Continuing to receive updates on the Queen’s Jubilee & confirmation of village celebrations taking place was given. Discussions took place as to location of the event & prospective road closure, ensuring that a Parish Council representative is part of the decision making. Cllr Bailey agreed to take on this role. Chairman informed of support received from Townlands Charity for both the playing field & upkeep of the defibrillator with an ongoing commitment to support this annually. It was confirmed that Cllr Bailey will be attending the remembrance service on behalf of the parish council. Chairman thanked Colin & Linda Redfern for all the hard work undertaken in the village.

- PUBLIC FORUM
Parishioner wanted to provide an update on issues regarding planning breaches for the campsite at The Cock Inn. Parishioner has reported concerns to planning officer at ESBC, MP & SCC. These breaches include cars parking in the no parking zone and the gate, which is supposed to be locked between 10pm-8am, being left open. The lighting on the toilets has also been raised as they do not have planning permission but it was explained that these have now been turned off since the letter was written. Further concerns rose about the mixed messages & confusing information regarding who to approach & if families are allowed on the site as some noise issues present. No emergency number was given to the residents but this has now been rectified. Cllr Hudson has explained that he needs to be part of this correspondence to ensure that he is aware of the issues that are being raised.

- RECEIVE BOROUGH & COUNTY COUNCILLOR REPORTS
Cllr Hudson passed on information regarding various events that are happening in the area in regards to remembrance. Cllr Hudson explained that the Uttoxeter masterplan consultation has come to an end & this is awaiting further decisions. Meeting undertaken with Staffordshire FA in regards to a potential sports hub. HS2 plans discussed with the Cllrs. Cllr Hudson talked of the renovation of the Washlands in Burton on Trent which is currently in consultation. Cllr Hudson wanted to ensure that we are inviting him to events in the area & keeping him up to date with issues. Cllr White will seek to join Chair and Vice Chair for online meetings prior to the parish council meeting to ensure that he is able to pass on information when he is unable to attend the full meeting. Cllr White explained that further from the Chancellor’s budget he does not envisage any cuts to council funding. Cllr White explained that Highways work will be accelerated & remain a high priority.

All meeting dates for 2022 agreed. Discussion in relation to additional meeting in April for the Annual Parish Council Meeting to ensure that parish council is engaging with parishioners

Chairman offered thank you to Cllr Tyson for all his hard work in this area. It was agreed to proceed with the quote issued by Fairview for phase 2. All in favour.

- TO PROVIDE AN UPDATE ON THE MEETING HELD ON 28TH OCTOBER WITH STAFFORDSHIRE COUNTY COUNCIL IN RELATION TO HIGHWAYS IN HANBURY
A remote meeting was held with Cllr White and Richard Rayson from SCC Highways. A strong case was put forward for a reduction in the current National speed limit of 60 mph. A further site meeting with Richard Rayson agreed for 19th November to agree further discussions. Cllr White expressed the view that these matters should be expedited as soon as possible. With regards to the Anslow crossroads, no traffic calming measures or a reduction in speed will be undertaken at this time. The view was that the highest level of signage now in place on all approaches to the cross roads was a sufficient response. Cllr Bailey reported that the manhole cover by The Green is still unsafe & no solution has yet been found for this. Cllr Bailey has reported this to the water board and barrier fencing has been put around the site in the interim
- TO DISCUSS UPDATING THE NOTICEBOARDS
Cllr Hendon explained that funds have been offered for a notice board from Townlands Charity. Discussion undertaken regarding having two new notice boards in the village bus shelter, allowing one for the parish council & one for general notices. This would then allow for the heavily deteriorated notice board at Hall Drive to be removed and be a cost effective solution due to the new location being under cover & easier for parishioners to access. All in favour of this.
Action; Cllr Gregson to order and install new noticeboards & remove the Hall Drive notice board.

- TO DISUCSS AND APPROVE POTENTIAL ENVIRONMENTAL WORK ON THE VILLAGE POND
Chairman explained that conservationist, Lawrence Oates, has been very active on our behalf contacting Natural England and also the Freshwater Trust. He is recommending a short term solution of putting in a smaller pond within the existing one using inexpensive builder’s plastic to give the newts somewhere to lay for the Spring season. He has provided a quote for the plastic of £65 and is happy to oversee the job free of charge but Hanbury village will need to provide the volunteers from the village to assist in installing it. All agreed for this short term solution.
Action; Cllr Hendon will purchase the liner & liaise with Lawrence Oates.
- TO PROVIDE A POTENTIAL UPDATE ON THE PLAYPARK & REVIEW QUOTES FOR POTENTIAL SUPPLIERS
Park is now open & has been for some time. Quotes from 3 companies for play equipment have been sought. These have been compared and it was agreed to proceed with Sovereign who provided the best value for money for the equipment quality sought and is within the budget. Installation is anticipated to be early May. All in favour. HS2 funding mentioned by Cllr Hudson for further enquiry. Common discussed by Cllrs, looking at supporting this going forward but the playing field will take precedence over this.

- COUNCILORS REPORTS
Closed Churchyard: Quote of £470 for Priority 2 work identified in the recent survey has been received from Fairview . Agreement needed to proceed with the work possibly in spring 2022. Transfer of responsibility to ESBC has not progressed due to a lack of communication from the Borough. Cllr Hudson will offer support on this.
Tree Policy: Further confirmation has been given as to ownership but this is still ongoing
